Economic and Fiscal Impacts of Clean Fuels Project Alternative in Kern County

Analysis Group conducted an economic impact study of the proposed $700 million modernization of an oil refinery located near Bakersfield, California. The project involved the construction of new refining units and associated structures on the refinery’s existing property in order to process gas oil streams into clean gasoline and diesel using hydrocracking technology. Working on behalf of Big West of California, our consultants used IMPLAN economic modeling software to measure the potential economic and fiscal impacts of the construction and operation of the refinery if modernizations were permitted by regulators. We submitted an expert report and provided testimony before the Kern County Board of Supervisors.
